This nursery song is a riddle for children to which the answer is one. Since the person reciting the rhyme was going to St. Ives, a village in Cornwall, and everyone else was coming from St. Ives, only one was going to St. Ives.
Coming toward the traveler were: one man; seven wives; seven times seven, or forty-nine sacks; seven times seven times seven, or three hundred and forty three cats; and seven times seven times seven times seven, or two thousand four hundred and one kits; making a total of eight humans, forty-nine sacks, and two thousand, seven hundred and forty-four cats; a grand total of two thousand eight hundred and one, including the man, his wives, the sacks, the cats, and the kits.
